"Forward to Richmond!" - a quick knockout blow that would end the US Civil War was considered an easy way to end the rebellion, although Lincoln, McDowell and Winfield Scott would have referred to wait until the troops were better trained. And basically the Second Battle of Bull Run had the same goal. After that disaster, the blind eyed fire to capture the city was slowed down a bit, as both attempts combined with the Peninsula campaign gave other operations more priority.

The Rebels had just finished driving McClellan, with his large army, from the very gates of Richmond, causing him to scurry to the banks of the James River, where he could huddle under the cover of the big guns of Yankee ships. That was in the Seven Days campaign.

Meanwhile another whole, entire Yankee field army was being assembled near Washington DC, under the command of John Pope, and was making ready to set out southward, overland, to join with McClellan near Richmond.

The Second Battle of Bull Run severely damaged Pope's army, put an end to any thoughts of a juncture between Pope and McClellan, and instead put great fear into the Yankees for the safety of their own capital. Pope was forced back into the defenses around Washington to lick his wounds. This left the way open for the Confederates to move north. North was really about the only choice the Rebels had after the Second Battle of Bull Run. If they went back south, it would look like a retreat and the Yankees could claim "victory" after all. If they went west, they were taking themselves away from the fighting and the crucial area. If they went east, they would have to beat their heads against the formidable and unbreakable ring of forts and earthworks surrounding Washington. They could not stay where they were, because the railroads were all torn up and they had no way of getting food. So, north it was, into Maryland, and Pennsylvania too, to try to conquer a peace and obtain foreign recognition for the Confederacy. They never made it to Pennsylvania that trip, instead having to fight at Antietam (Sharpsburg).

The Union army moved out of Washington with the objective to attack the Confederate army. The Confederates pulled back behind the Bull Run River and established a line of defense. The Union commander decided to press the center of the line and then move half of his force around the RIGHT Flank to attack the Confederate's Left and rear.

Interestingly, the Confederates had decided to try the same and were planning to move to their RIGHT. But the Union army made their move first and crossed Bull Run to the North of Manassas. The Confederates were able to stop the advance of 15,000 men with 500 men as more and more Confederates rush to their threatened Left flank. The Confederates pulled back from Matthew's Hill and reformed in strength on Henry Hill---facing almost NorthEast. This is where most of the battle was fought.

Another Union army under General Pope was creating havoc north of the valley, and Lee sent Jackson's corps to deal with it. Jackson engaged Pope, who outnumbered him 62000 to 25000. Jackson dug in along an abandoned railroad line, and held him off til Longstreet's corps arrived. Longstreet's men attacked Pope's flank, and rolled up the Union Lines.
