It is also mentioned that it rains during Winter, but there is no mention of snow. By these two clues I think we can safely assume that Ember's hill/cave and the town of Sparks are near San Francisco.

∙ 13y agothey get out of the city and figure out that they were under ground but when they get out it was dark so they were mad because they thought there would be light but when they wake up they figured out that it was night time then they throw a rock with a the way out in to the city and doons father gets it
