It is the gift from her district given to her from Madge. Mockingjays were produced from Jabberjays and Mockingbords. The capitol never intended for them to exist. Since the pin is like her signature, she becomes the Mockingjay of the rebellion. Just the same....the capitol never intended for mockinjays to exist...Hope this helped (:

The pin was of a Mockingjay, which was a muttation of a Jabberjay that the Capitol created but completely backfired. The Jabberjays and Mocking birds mixed to form Mockingjays. Thus showing the Capitol that they failed and showing resistance.
