I think, yes. Usually if hcg <5, then its considered no pregnancy.
Can be different for everybody, but it might help if you take the test first thing in the morning when your HCG levels are the most concentrated.
I am sorry...that means that you are not pregnant. You need a level above 5 and steadily increasing to be considered a viable pregnancy.
