As the US Civil War unfolded, there were four slave states that did not vote to secede with the Confederate slave states. These were Kentucky, Missouri, Maryland and Delaware. It was vital to Union interests that these states remain within the United States for several reasons. One was that the former three well well populated. As such they could help with troops for the Southern army. These three states were also sources of farming and manufacturing that would aid the Southern efforts for independence. In the case of Maryland, it's secession would cause Washington DC to be surrounded by enemy forces and the US government would need to evacuate to another city. Additionally, Missouri had a large city, St. Louis right on the Mississippi River. This would help hold the river in Southern hands. And as for a better seaport, Maryland's city of Baltimore, on the Atlantic coast would aid in trading and ship building.
