The Reconstruction Era that began after the US Civil War ended, was basically a long plan for reuniting the nation. With many Republican radicals passing legislation regarding the former Confederacy states, the goal of most white Southerners was to evade the restrictions set forth by the US Congress.
After the Civil War, the goals of the North's effort to "reconstruct" the South were primarily two in number. The first was to provide assistance to the finally-freed African-Americans who continued to reside in the South. The second was to contribute to the general rebuilding of Southern infrastructure, agriculture, and industry. On both of these counts (and others), the North was concerned to ensure that the South moved forward after the war rather than retreating into pre-war social structures and policies.
The major goals were to rejoin all the states back to the Union and to help rebuild the South.

Passing the 13th amendment which was to allow 4 million slaves to be freed was one of the goals of the radical reconstruction. This was one of the feasible one.
