The compromise of 1877 stated that Southern Democrats would recognize Rutherford B. Hayes as the winner of the 1877 presidential election, if Rutherford B. Hayes meet the following demands:
1) The removal of all federal troops from former Confederate States
2) Appointment of at least one Southern Dem to the Cabinet
3) Legislation that would industrialize the south, including a trans Continental rail road connecting Texas and California
The Compromise of 1877 resulted in the end of Reconstruction and the end of the political power of the so-called Redeemers. The politics of the South became dominated by conservative elements of the Democratic party.
The Presidential Election of 1876 featured Republican Rutherford B Hayes and Democrat Samuel J Tilden facing off in a bitter struggle that basically ended in a tie. Tilden claimed 51% of the popular vote, but the vote in the Electoral College was impossible to decide.
These were the years following the Civil War, and tensions were still very high. In Florida, Louisiana, and South Carolina, the state legislatures (who are responsible for sending the Electors to Washington to elect the President - hence "Electoral College") could not agree on who won in their states, and so they sent two sets of Electors each, one for the Republican Hayes and another for the Democrat Tilden. Oregon also had one Elector unaccounted for. The Constitution foresaw many things, but a complete debacle over who voted for whom is not one of them.
Congress was left with an impossible task - it was clear that no one would ever know who really "won" the Election of 1876, but someone had to be President. And so a deal was struck. Tilden would concede the race to Hayes, who would become President. In exchange, Hayes would withdraw federal troops from the former Confederate States, ending Reconstruction.
On March 4, 1877, Rutherford B Hayes became the 19th President of the United States. His first major act in office was to order the withdrawal of troops from Texas, Virginia, South Carolina, North Carolina, Alabama, Mississippi, Georgia, Tennessee, Arkansas, Louisiana, and Florida. On March 31, 1877, the last federal troops left the South, and Reconstruction ended.

I have been researching this topic for some time now. The Compromise of 1877 was negotiated on February 26, 1877 at the Wormley Hotel in Washington D.C.
because if the general amnesty act never wet into effect the compromise of 1877 would have never needed to happen. Therefore the general amnesty act brought the need of the compromise of 1877
