The Framers did not avoid the slavery issue when creating the US Constitution. Since there were only 13 colonies/states, Georgia and South Carolina would not ratify a constitution that abolished slavery. As a compromise to do something about slavery, the South agreed that all importation of slaves would end in ten years.
SC and GA wouldn not budge on the question and the framers wanted to have a united front against England.

The Supremacy Clause establishes the United States Constitution as the highest law of the land, and anything that violates the U.S Constitution is illegal. Thus, if a state constitution conflicted, the state would be forced to change their constitution.
