The Framers did not avoid the slavery issue when creating the US Constitution. Since there were only 13 colonies/states, Georgia and South Carolina would not ratify a constitution that abolished slavery. As a compromise to do something about slavery, the South agreed that all importation of slaves would end in ten years.

SC and GA wouldn not budge on the question and the framers wanted to have a united front against England.

The Framers avoided making a decision on whether to abolish slavery mainly because they feared that neither sides (North and South) would ratify the constitution, since the Northern states wanted freedom for African Americans and Southern states wanted slavery.

A conflict between the state and federal constitutions is avoided because of the Supremacy Clause. The Supremacy Clause establishes the United States Constitution as the highest law of the land, and anything that violates the U.S Constitution is illegal. Thus, if a state constitution conflicted, the state would be forced to change their constitution.

The Framers specifically wanted to avoid having a US government establish a "state religion" as was the case in Great Britain. And they firmly believed in a person's right to practice a religion of one's choice.
