The main thing that hindered the ratification of the U.S. Constitution was the differing ideologies between the Federalists and the Anti-Federalists. The Federalists wanted a strong Federal government, while the Anti-Federalists wanted the states to maintain the most power.

The federalists supported ratification because they believed the US Constitution, by creating a stronger federal government, would be able to deal with many of the nation's problems. At the time, America did not have a common currency, states were in continuous disputes regarding trade, and there was no effective defense policy. One issue discussed at the Constitutional Convention was that of the role of the federal government. Shay's Rebellion in 1876 showed the American government and people that in order to survive, the nation needed a stronger central government. The Framers, however, were split on exactly what powers the government should have. For example, James Madison and Alexander Hamilton supported a strong federal government while Thomas Jefferson opposed it.These issues plagued the Constitution all the way through the ratification process, when the Bill of Rights had to be added to insure both individual and state rights against the power of the central government. Issues of government powers continue to dominate politics today.
