There was no actual treaty that ended the Persian Gulf War. War had not actually been declared by either side. Hostilities were ended by a Ceasefire Agreement, which has the same effect as a treaty.

President George Bush Senior commenced Operation Desert Storm on 15 Jan 1991 (some sources state 16, 17, 18) and called a halt to the campaign on Feb 26, 1991 (some sources state 27, 28, etc.); after the mission had been completed (removal of Iraqi Forces from the nation of Kuwait).
