No you cannot see it because it might be too faint and the sun makes the sky so bright you could not see it.
Any of the beaches North of Hilo Bay, up towards Papaikou. If you are not kamaaina (local folks) may not be wise to be wandering around there after dark. You can also try the Tsunami Park in Hilo, but to see moonrise from the ocean, you ae looking a bit too far North.
