The House doorkeeper says, "Mr. (the president's name), President of the Untied States"
The State of The Union Address. He appears before a joint session of Congress (this means the Senate and the Representatives are there) to deliver this annual speech.
He did not. First, I think you are referring to the "State of the Union" address. This is a formal speech, and every president must deliver one to congress. There is no evidence that President Obama ever used internet slang like 'lmao" or the more vulgar "lmfao" during such a major speech as the State of the Union address. Further, the transcripts of his State of the Union speeches do not show that he ever said this.

All the Constitution says is that he shall do so from "time to time". And it need not be a speech.
it is delivered annually
The annual speech given by the president to update Congress and the people is called the State of the Union address.
It is impossible to answer this question without knowing which speech you are asking about-- President Obama has given many speeches over the years. If you are asking what people think about his abilities as a speaker, even his political opponents agree that he can deliver a dynamic and exciting speech.
State of the Union Address
It is a speech he made
Giving a State of the Union speech (more commonly called an 'address') is not optional. The president is expected to do it. In fact, the Constitution says a president must do it. Although the Constitution does not spell out when or even how (it can be written and sent over, or delivered in person as a speech to congress), it does say a president must provide the congress with a report, informing them of how the country is progressing under his leadership. So, this has become an annual event for every president. Some presidents have decided to deliver it as a formal speech, while others just sent it as a written report. In the past 70 years or so, delivering it in person as a formal speech (or address) has become the custom-- which is how George Washington did it at the very beginning of our country.

President Obama's State Of The Union Speech was important because he like any other president and theirs was too. It was so important because it was a speech letting us know whats going on in the union states and what he plans to do about it.
