I assume that the Polar bear is the mightiest predator in the habitat Tundra.
There is no direct compitition between the two species. The fox follows the polar bear on occasion to feed on scraps left by the top predator of the Arctic.
Arctic Foxes follow larger predators like Polar Bears so that they can scavenge the remains of the larger predator's kill.
