What would be the cause of persistent gas odor outside vehicle and sometimes through vents in a 97 Cavalier?

if u haven change your fule filter that would be it Your fuel pressure regulator located on the fuel rail is failing. Gas is leaking into the vacuum line and dropping directly into the air intake. When you shut the car off the fuel line pressure forces extra gas to pool in the intake so you'll smell this. I bet you also have a sluggish first few seconds when you start the vehicle which is caused by this excess fuel. A new one is $60 on up.
