What would cause a 1985 Chevy Cavalier 4 dr sedan to lose power and at times only go 30 mph?

Fisrt check for Codes by using a GM code reader($20 from walmart;comes with instrutions-plugs in next to fuse panel under the driver side dash; If no codes... You might start with checking: the Distibutor module and the rotor; on the rotor check for fit and to see if the contacts have been eroded; also have someone check the fuel pump pressure and check to see if fuel filter is clogged; your might also check the ignition timing;

Yes, you can. In fact the LS model uses 15's. The proper size would be 195 X 65 X 15.

It depends on which engine your trying to swap. The 2.2L OHV engine will work in a 99 from a 2002 because it was the same engine. But if it's a Z24 model the 2.2L DOHC engine will not fit a 99 because the 99 used the old 2.4L Quad 4 in the Z24 models and some LS sedan models.

Depending on the model of Cavalier ( either sport or sedan or whatnot) it may have disk in the front and drum in the back or disk all around. Most cavaliers have disk brakes in the front and drums in the back. Mine does and so do alot of other cavaliers I've seen.
