I would assume that the car is not getting enough gas to the engine when at idle. Is it try to cut-off when at a stop. Check the fuel fliter, maybe put better gas into the car (mid-grade) or better.

You might get lucky and find them on eBay (digital versions are not legal version of that manual -- paper only). You can also order them from Lexus through a Lexus dealership for approximately $150.
