He most likely has an ear problem, possibly an infection. He could also have ear mites, a bug bite, a tick, or cheat grass in his ear. You should take him to a vet for proper diagnosis and treatment.

∙ 14y agoMy dog does that a lot. It means they want something. For example, most dogs, wether trained or not, will shake their paw to beg. They whine while doing that because they have no other way of communicating with us.

∙ 14y agoIf he also is not eating or drinking normally, you should get Veterinary care to find out and treat whatever it is as soon as possible, those can be serious symptoms in a dog. If he is eating and drinking OK, you could wait to see if it is submissive behavior. Does it happen mostly when the dog is scolded or someone big is standing over them? Don't wait too long if it doesn't stop, you want to be sure the vet rules out any serious problems.
