Your dog may have ingested something toxic. If he is just laying around the house and not under any stress then make sure he is drinking water. If he is not drinking water and it's been 24 hours take your dog to the vet. It might be that he has something lodged in his throat which prevents him from drinking and eating. There might be something wrong with his salivary glands or something lodged in his teeth or worse. A little drooling is normal when a dog is out and smelling the grass and other dogs but not normal when he's at home in a stress free environment. Other causes of excessive drooling is stress, pain, anxiety or poisoning.

Either he has something stuck in it, or it is infected. Walking outside sometimes irritates the paws. However, don't worry. It is definitely not harmful in any way. It is a habit that can be broken.
