I had the same problem. Talking to Ford was no help, so I took the bottom cover of the steering column and had a look. It seems to be the turn indicator switch. Without taking anything apart try tilting the steering down, depress the brake and pull back on your turn signal lever. If your brake lights come on it's the same problem I had. Mines working again, all the pushing and prying I did must have done something. I don't think it's a permanent fix as I am the second owner and it appears that the steering column covers have been off before. Hope this helps, Mike.
I had same problem- no brake lights, blinkers and hazards when tilt column was lowered- but ok with column in up position. I changed the �Combination Turn and Hazard switch� in the column ($57.00 from Ford) and it fixed the problem. Easy job- didn�t have to remove the steering wheel. Just the torx screws for the column covers and two hold down screws. Bobby

My 97 has a switch aside the steering wheel. My 97 has a switch aside the steering wheel. My 97 has a switch aside the steering wheel. The fog lights will only come on when the headlight switch is in the parking light "on" or headlight "on" position and the rocker switch on the dash(next to the roller instrument dimmer switch) is in the "on" position(LED on the switch will be lit). Note: If that switch is unplugged all dash lights will NOT come on. Also, The fog lights turn off when the headlights are in the Hi-Beam position. It's a safety thing.
Brake Lights do not turn offUsually this is caused by the physical position of the brake light switch not being adjusted properly.
I'm not sure this will help but I have 1998 XLT that had the same no brake light issue. When I adjusted the tilt steering the lights started working. The problem I found was in the main light harness coming from the steering column. When the steering was tilted down the wire that controlls the tail lamps would short to ground. I actually had to unwrap the harness and repair the wire to resolve this issue.

Check to see if it has a rod coming out of the bottom area of steering column--controlled by ignition switch that may have become mal-adjusted or bent I'd start with the ignition switch....
If a steering wheel has lights, there should be a way of accessing them. You want to look for some screws or pins on the back of the steering wheel. If none can be seen, the steering wheel may be pried apart to access the bulbs.
There is a relay to check, but usually not at fault. Make sure the engine is running (ignition on) then turn the parking lights on with the turn signal stalk. If nothing lights, leave the engine idling, and turn the On Street Marker Lights rocker switch on and off a couple times-- switch located on top of steering column between steering wheel and instrument cluster. If this switch gets stopped/stuck halfway between On and Off, you may not get clearance lights. With this rocker switch tipped towards the steering wheel, you should be able to turn the parking lights on and off from the turn signal stalk. This tipped-towards-the-wheel position is the normal running position.
Check the fuse for the brake lights, it's the same circuit. I believe you can also turn the key to the first position before the ignition lights up and without starting the engine depress brake pedal, take it out of park into neutral, then start the vehicle.
