Possibly bad fluid. Change it along with the fluid. Another thing to check is the brake switch that allows the shifter to move only if the brake is pressed
The key lock, steering wheel and shifter are all designed to work together. Make sure the wheel isn't jammed and will not allow the release of the shifter when the key is on. Also, many cars have a device that locks the shifter until the brake pedal is depressed. Could also be damaged linkage or transmission.

all i know is that most functions of the shifter are actuated by the brake pedal and until the brake is applied the shifter will not move
try pressing the brake and pressing the switch on the shifter. we couldn't get ours started or the alarm to go off(disabled) until we had it all the way in park and that button had something to do with the ignition. we don't know why but it worked.
