What you describe could be caused by the Hazard Light switch being turned on. When you observe this symptom, get out and check to see if the parking lights are flashing. If they are, then find the Hazard Light switch and turn it off.
You have a bad turn signal flasher.

More than likely a bad flasher relay for the turn signals. The hazard lights use a different flasher relay.

faulty hazard button assembly, if you are mechanically enclined you can open the button apart and adjust the contacts inside and that will fix it, if not just replace the button assembly.

If turn signals are malfunctioning after a stereo has been stolen on a 1996 Honda Accord then there may be a problem with the wiring. The wiring flows into the same fuse and an open wire can cause the lights to malfunction.
It is your multifunction switch that has gone out. It is located in the steering column. I used my emergency lights and it blew out brake lights, turn signals, and emergency lights. In newer models Chevy did a recall not so for our older models. Mine is a 1995.
