I don't know if your still looking for the answer to this problem, but it is the multi function signal switch. It did this on my 97 tahoe. I almost lost my mind while trying to figure it out. Hi I have a 99 Blazer, And it does the same thing it started about 8 mo's ago,I changed the flasher, And still does it. Someone told me it was from the tilt wheel,The Flasher switch on the top of the wheel needs to be check. Well Good luck. see "link" below
Check the turn signal relay. The four way flasher and the turn signals each have their own relay. It has a fuse for the turn signal
If the turn signal bulbs light but will not flash, the flasher relay is defective, replace it.
The turn signal flasher on a 2000 Chevy Blazer is located under the dash. It is just above the gas pedal and slightly to the right.
The voltage gauge on the Blazer is not the most accurate (cheap) When using the signals the voltage draw on the system is enough to make the gauge move slightly.

I believe it is in your glove compartment there is an access to your flasher.

probably have a bad relay, that was my problem.. Are your turn signals not working, but your hazards lights are? and if so, do you hear a constant clicking sound, like your turn signal is turned on? Does the clicking sound go away when you hit the brakes? It is the relay.

The flasher unit for both the turn signals and the emergency lights are under the dash, between the center console and the storage area. It's not hard to get to, just takes some time and patience.
