IF a Vaccume hose comes off OR is bad going 2 the DASH Controls that will happen OR a bad Actuator or Actuator door (stuck) will cause that.Make sure the vaccume Canister is not cracked (if it hs one) Usally it's a very small Vaccume line(hose) that causes the Problem. You either have a vacuum leak in the heater control system, or a cable that has come off of its control panel...
when the defroster is turned on, it activates the a/c compressor. the clutch may be locking up on the compressor.

My answer would be to take it to a professional. Contact your insurance carrier. If you have Comprehensive coverage, the windshield will more than likely be replaced at no cost to you. Replacing a windshield is not a DIY job.

If the windshield wipers are beyond repair, they may be replaced. If they are only slightly damaged, they can be fixed such as gluing the rubber attachment.

The 2000 Saturn does not have a distributor. Instead it uses a "coil pack" system.
Why would you want a used windshield? Broken windshields are covered by your auto insurance. Even if it is not covered, a used windshield is a bad choice. You may break it installing it as installing a windshield on a modern car requires the proper tools and skill. Have one installed by a professional.

On my 2003 Saturn L200, the reason I had standing water accumulating on the floorboards is that a previous owner had the windshield replaced (at dealership, I believe) and it was improperly sealed! Apparently, there are two places where the windshield needs to be sealed (an inner lip, then all around the glass at the outside edge). It took several attempts, two replacement carpets and watertesting before Saturn figured out the problem and properly repaired it.

Okay, you have a Saturn SC1.Another observation:It's a vehicle. It came with 4 tires, a glass windshield and operates on unleaded fuel. There is plenty of information about the SC1, but you really need to be a little more specific.
The windshield wiper switch is broken which is located on the windshield wiper motor. You need to replace the whole motor to fix this.
It does not work because it has a timing chain instead.
