This happened to my brother's 89. We chased the problem for over a week, and about ended up in the nut house. A new wiper motor did the same, a replacement switch did the same. Finally, Look at the wiring harness where it plugs to the wiper motor. It can corrode, or even loosen up. I figured out how to get each wire out of the connector one by one, and cleaned and squeezed the connector back together so it would fit tight on the pins on the motor.

If they are only "working" though if you bench test them, and they don't actually do anything when you turn on the lights, then there must be an electrical problem such as a break in a wire or a bad ground to the motors.

Don't know of any three phase low voltage motors. Perhaps it's a "stepper motor". Stepper motors are typically computer controlled, with the computer pulsing different pairs of wire to cause the motor to "step".

I had a 1987 Chevy Celebrity that would start and then immediately die. It turned out to be bad fuel injectors. I replaced three fuel injectors and the problem has not returned.

Had the same issue, took the motors, cleaned the shafts and metal bearings, lubricated them, put fresh grease on the gears and re-installed them. Now they work just fine. Doesn't take much for those motors not to spin.
