CFC's were banned because in the upper atmosphere they can decompose ozone under the impact of ultraviolet radiation (which is stronger there) to form free radicals, which then catalyze the decomposition of ozone. Because they act as catalysts, they are not used up in the reaction and can continue to decompose many, many ozone molecules per molecule of CFC.

The ozone layer is the main barrier to ultraviolet light, so weakening it would mean more UV reaching the surface. UV light is deadly to one-celled organisms, and it's not all that great for higher animals either, since it can cause skin cancers.

CFCs have been used in labs as:

* coolants in refrigeration systems * solventsin hydrocaron extraction * solvents for equipment cleaning

All of these tasks can be handled by less ozone damaging materials like HCFCs. Most labs have already converted to these alternates, or fluorocarbon free materials.

They were banned.

In Montreal in Canada in 1987 nations around the world agreed to stop producing CFCs. This agreement, probably the most successful international agreement ever, is called the Montreal Protocol.

Because of this the ozone layer is not longer being damaged (chlorine from the CFCs used to destroy the oxone molecules), and scientists hope that it will have repaired itself by 2060.

If the CFC's that is the chlorofluorocarbons are banned then eventually the ozone hole will replenish. It is because the ozone layer has the tendency to replenish itself in the absence of any other factor.
