They would be arrested and charged with leaving the scene of an accident (and other charges as applicable to the specific situation). What actually happened to their licence will vary in accordance with the policy of each state, but, generally speaking, the potential licence suspension which ensued would be the least worrisome of what would happen after a situation as described above.

That would really be irrelevant. If your licence were to be suspended, the suspension period would likely be over before you were released from incarceration after being arrested for hit and run and leaving the scene of an accident.
Any one that was around you would call 9-1-1 and tell them your licence number, your supposed to stop and help!
If you're driving without a licence, and get into an accident, you will at least share the fault. Since you're not supposed to be there without a licence in the first place.It's generally assumed the accident would not have occurred if you hadn't been there.Added: You will most certainly be cited for whatever your contribution to the accident (if any) may have been (including operating without a license) - however, if the other driver was clearly at fault they are the one who will be cited as the causative factor.
Drinking and driving is illegal everywhere. No insurance company can provide a policy for illegal activities. Drinking and driving is dangerous, not to mention that if a car accident were to happen, insurance would not cover it.

If it were on purpose, it would be called "Reckless Driving". An accident is just that, an accident. You didn't plan it, it wasn't intended, but it happened.
There are a handful of states which will issue a drivers licence if yours is suspended in a another state - I don't remember all of them offhand, but I do believe Indiana is one. HOWEVER, it's not as simple as going there and getting a licence. You must have established residence in that state, and you would be restricted to driving only within that state - your licence would be invalid outside of that state. Even if you were able to simply go to another state and get a licence, you still wouldn't be able to drive in your home state - when a state suspends your licence, it's not just your licence which is suspended, but also your driving privilege in that state, meaning you can't drive in that state with any licence until you get your driving privilege reinstated.
