Foremost this is illegal and you could be fined heavily if caught. But you would reinstall it shortly after removing it because your Malibu will not run correctly with the converter removed. You would get very poor mileage, rough running, and all sorts of performance issues. There is no reason at all to remove the converter as there is zero benefit to doing so. If it is clogged fixed the problem that caused this, and then install a new converter.
