What would make the tail lights stop working on a 1989 Bronco?

It sounds like you are loosing voltage from the light switch to the tail lights. You just have to start tracing wires and checking splices. You may need a wiring diagram from MOTORLIT.COM.

I would look for a blown fuse. Make sure ignition switch returns completely to the run position, after starting.

MAYBE YOUR BREAK SWITCH ON BREAK PEDAL IS BAD OR MAYBE A GROUND BUT I WOULD DEFINATLY CHECK YOU BREAK SWITCH
