The fuel cutout light has nothing to do with your battery level....if the level keeps flucuating (gauge needle going up and down) more than likely the alternator has a problem or you could have an electrical or grounding problem somewhere. I have all of the above at the moment. My gauges kept dancing up and down and then the alternator went. (Oh, the voltage regulator is built into the alternator, so you'll be replacing both at the same time if that's the problem.)
The battery is located under the back seat on the right hand side of the car. Just fold the seat up. Underneath the seat there will be a cover. Find the cutout in the cover where the seat belt latch pokes through. Put your fingers in the cutout and lift up. you may have to lift up about an inch or two and then move the cover sideways a bit. Underneath is the battery and a fuse block.
Follow the positive cable from the battery. It goes to the starter which is located on the rear of the engine mounted in a cutout in the bell housing.

blanking is an operation where the material is cutout by using a punch and die. is the cutoff switch a normally open or normally closed switch ? If it a normally closed switch as it should be then the switch will need to activate with the ignition in order to supply fuel. There could be a problem with the fuel cutoff relay or a fuse. Also if you are using a non factory key then this might also happen.

Hope I can explain this properly........ Lift the hood, position yourself in front of the bad headlight. See the black plastic shroud that covers the radiator, it runs the width of front of the engine compartment? See that little cutout in the black plastic? The cutout is in the plastic, directly above the headlight. There's an identical cutout above each headlight. Theres a little lever in the cutout, pull that lever straight up, that will release the entire headlight assembly.
