When the mines were open and people worked there, there would have been people living in those buildings. That would have been in the 19th century so the buildings have fallen apart.

A village would have a greater need for government than a hunter-gatherer band because in a village there people. In a hunter-gatherer band you would need a leader since their are less people. I hope this answered your question. :)
