First Class postage rate was 3 cents in the US from July 3 1932 to August 1, 1958. There was a brief period from November 3 1917 to July 1 1919 when it was also 3 cents. That was a war tax to finance the US participation in World War 1.

Three cents stamps have been available in the US since the mid-1860's. The postage rate for half an ounce of mail was set at 3 cents in March of 1863. It was 3 cents during World War 1 dropped back to 2 cents in 1919. It was raised back to three cents in 1932 and up until 1958, the standard rate.

First Class postage was 3 cents from 1932 up to 1943. There were still other stamps available for post cards and airmail. The price was dependent upon what you were mailing.

That rate went into effect on December 31, 1975. It stayed valid for first class postage until May 29, 1978.
