If someone says congrats, the polite thing to do is to say,"Thank you".
Congratulate someone who has earned or received something good: had a baby, received a job promotion, found a job, bought a new house, graduated from school, passed a test, etc.
You can just say "congratulations" you can get them a gift or do something special for them.
