Inertia is the resistance of any physical object to a change in its state of motion or rest, or the tendency of an object to resist any change in its motion.
The person has inertia, the resistence to change in motion, so if the car starts accelerating forward, the person's body wants to stay at the same velocity as before, thus it slides backwards relative to the car. If there were no friction or a back of the seat to stop the person, the person would literally not move while the car moves out from under him, thus seeming to move backwards in the car while in reality the car is moving forward under the person.
It would not be able to move. The push of the engine driving the car forward depends on friction between the tyres and the road. If something else started it moving, the brakes couldn't work to stop it.

The force of gavity on car exerts friction on the wheels and axle that eventually stop the car from exerting forward force.

The purpose of an accelerator is the car is to give the engine gas so the car will move.

This depends on what kind of car you are using. If you are using a tool-based one, pressing the x key will usually stop the car. If you are using a seat-based car, letting go of the forward key will be sufficient to stop the car.
