no it is a physical change because even though the glass is being blown into something else it is still glass none of the molecules in the glass have changed the only thing that has changed is the glasses shape.
Shaping of molten glass doesn't involve chemical reactions.
Mostly a physical change because the composition of the glass does not change (usually - if the head does cause changes it would become a chemical change as well.

I wouldn't recommend it. You use the snow blower when it is cold, sometimes very cold. You wouldn't want that heavy weight oil in the engine when you try to start it unless you store the snow blower in a heated garage. I run 5W-30 in mine.
