Yes. Small children have a tendency to not understand traffic laws, so they regularly just cross the street whereever. As such, when a school bus has its doors open, you should not pass it going either way. The bus creates a huge blind spot that can easily hide a child crossing the street.

Wait 5 minutes or so, or find another route.

No you are not required to stop

In North Carolina, we're not. However, I seem to recall signs in Delaware which indicated that all lanes were to stop in such a situation.
