I always consider poverty as a problem.

If poverty is understood to mean not being able to afford (or access) the basic necessities of living, it's obviously a problem for those directly affected by it.

Indirectly, it can also cause problems for others who are affected by the sometimes desperate behavior of those directly affected by poverty, since such desperation can (sometimes) lead to antisocial behavior, criminal acts, and a general disregard for the rights of others.

The existence of poverty in a society negatively affects practically everyone in some way, to some degree. Historically, the rich minority has attempted to isolate itself from the desperate acts of the poor through paid force, whether that be physical, legal, economical, religious, ideological, media control, Propaganda, or indoctrination.
