You could probably phone a hotline or something, but if it's a dangerous situation you should probably dial an emergency number like 999 or 911 in the UK a non emergency issue can be communicated by using the 111 phone call where a health professional will advise you. If they feel that the situation is urgent they will escalate the call level to emergency for you. 999 would be for for life of death issues

What would you do in a situation you were not familiar with?
Depending what situation it was. The most important thing before coming into a situation is to stand back and assess it. For example: An old man is at the side of the road with a stab wound on the side of his abdomen. You are an excellent first aider and you can help him. The question is "Is it safe to do anything?" It is likely that the the person who stabbed the old man may still be lurking somewhere and attack you. Therefore before approaching a situation, despite how well you know it, you should expect the unlikely.

How do you know when you need to go to the Emergency Room?
You should go to the emergency room whenever you feel whatever is wrong coudl cause death or permanent injury, or is too painful to endure, until less acute medical services are available. Also, emergency services in the US are required by law to see you if you feel the situation is really an emergency. The billing will come later, but can't be used as a reason to not see you. If you have an emergency and are worried about the bill, this beats not treating an emergency at all.

What information should be communicated whe calling for help?
Any time you require assistance (especially from emergency services) you should give as much information as possible (and whoever answered your call should prompt you with questions). The very minimum information should include what kind of emergency it is (medical, fire, burglary; this is to find out what services should be sent), where you are, where the emergency is, any special circumstances (for example, if your house is on fire and you live next to a gas station that might be affected), your name and information, who is involved (is it you or are you a bystander), and you should keep the person you are calling updated on the situation.
