No, actually there was still a president over Germany, president von Hindenburg. On August 2, 1934 Hindenburg died giving Hitler total control. Hitler was chancellor before that though.

Hitler "took over" (meaning gained power, you lackwit that commented above) in 1933, when he was elected Supreme Chancellor of Germany. He didn't actually invade a country until 1939, though (Poland, to be exact).
