The angels, including the archangels, were created by God as pure spirits long before the Earth even existed. All the angels are given the title of "saint" as they are in heaven serving Our Lord. In other words, they were created as saints and not simply declared saints by man.

If he exists (he doesn't appear - at least by name - outside the book of Tobit, which is not regarded as canonical by many Christian sects) he was a saint from the beginning, since he is an angel, and not fallen, and therefore dwelling in heaven. However, he was presumably officially recognized as a saint about the same time the Roman Catholic church accepted the book of Tobit as canonical (I couldn't easily find any information on his exact canonization date).
