The black codes started and ended in the process of the Reconstruction.
The Fifteenth Amendment to the US Constitution ended the Black Codes in the South. However, discrimination still persisted, leading to the passage of the Civil Rights Act of 1964.
"They" made the black codes because "they" still wanted slavery. so they made black codes in several states to restrict free slaves from many natural rights. basically the 14th amendment was for nothing until black codes ended.
I'm not positive about the date, but I know it ended in 1865.
