Union General Sherman was making steady progress and Davis believed a more aggressive John Bell Hood would better protect Atlanta. On July 17, 1864 Bell replaced Johnston.

∙ 7y agoJefferson Davis believed that General Joseph E. Johnston was overusing the military term known as tactical retreat. Also, Johnston, when pressed by Davis, offered no date when he might launch a major offensive against Union General Sherman. Sherman had an army of 100,000 troops, almost double of that of Johnston. He had no chance to carry out any meaningful counter offensive. John Bell Hood replaced Johnston on July 17, 1864.
