Officially, it was during the reign of King Edward VII, from 1901 to his death in 1910. When the Titanic sank it was in 1912, when George V was King, so it wasn't actually in the Edwardian period but just post-Edwardian.
It doesn't look like it will happen any time soon. Ever since Martin died in 1995, fans have petitioned for him to be on a commemorative US stamp, and there is certainly precedent for it-- in 2008, his friend and fellow vocalist Frank Sinatra was put on one, and other entertainers have been honored in this way too. But it's a very competitive process, and it's difficult to predict who will or won't get put on a stamp. Thus far (in 2016), Martin is not on one, but of course, that could change.
