Puerto Rico is not an American state. It has had popular referendums to do so, unsuccessfully.

There are a number of reasons why it would make sense for Puerto Rico to become the 51st state. One is that a slight majority of Puerto Ricans wish to fully join the United States. Puerto Ricans are already considered U.S. citizens, although they cannot vote in U.S. elections unless they live in the United States (and not in Puerto Rico). Further, Puerto Ricans already pay some forms of U.S. federal taxes, Social Security, and others. Puerto Rico has been under U.S. sovereignty since the end of the Spanish-American War.

It is not. That is a term Puerto Rican's enjoy using which may or may not have any legal recognition. The United States and International Law considers it to be an unincorporated Territory. The US Congress retains full control over all US Territories and sooner or later Puerto Rico will join the United States, become totally Independent or reaffirm its Status as a Territory. There are 4,000,000 US Citizens on that Island Territory that absolutely must determine their own status.

Puerto Rico would be represented by an additional star on the US flag if and only if it were to become a state and join the Union. So, far, that option has been voted down by the people of Puerto Rico when they have had opportunities to vote on that possibliity.

It is currently impossible for a "new" mainland area to join the union unless one of the forty-eight states split in half and charter as two separate states. It is possible however for an existing populated land mass to become U.S. federal territory (Commonwealth), as is Puerto Rico. Were this to happen, the people of the land mass at issue would have to relinquish sovereignty and swear to uphold the constitution of the United States of America.
