She was not Queen of England, there has not been one of those since 1707.

Victoria was Queen of The United Kingdom of Great Britain and Ireland.

She inherited the throne when her father's three elder brothers died without issue.

According to the Act of Settlement, she became queen without the need for any other agreement or ritual.

King George III, and her father, the king's fourth son, both died in 1820.

Queen Victoria's daughter, the Princess Royal, married Prince Frederick William of Prussia on January 25, 1858. After the death of Prince Frederick's uncle, the crown passed on to his father, Emperor Wilhelm I of Germany and King of Prussia, thus making him and Victoria, Crown Prince and Princess.

On March 9, 1888, Wilhelm I died, making the Crown Prince and Princess, Emperor and Empress. Victoria was widowed in less than five months, and her son, Wilhelm II, took over as Emperor. He plunged the world into World War I, and led to the breakup of the German Empire. His uncle, King Edward VII of the United Kingdom, his aunt, Queen Alexandra of Denmark, and his cousin, King George V of the United Kingdom, were all afraid that he would put Europe into war.
