Roosevelt said this quote because World War Two started.Roosevelt said this quote because World War Two started and everyone was afraid.Wrong!! He said this in 1933, WWII didn't start until 1939. He is referring to the Great Depression.

Well first of all it was John F. Kennedy who said this, and this was during the conflict in Vietnam. He meant that much of America was afraid of the conflict itself at that time, and he brought up the valid point of their being nothing to be afraid of, by asking the question, what are you afraid of? He then sums it up by saying, this famous quote.

These words were in Roosevelt first inaugural address on March 4, 1933, He was talking about the financial panic that gripped the nation at this time. He wants to restore the confidence of investors , business owners and consumers and get the economy moving again.

He was talking about the economy and how fear that times will get worse actually make things worse. Fear of recession can actually bring on recession. If people stop spending their money, business falls off, production is slowed and workers are laid off or have hours reduced and so earn less money and so stop spending.
