Jefferson, Adams and Paine were all overseas, in Europe, when the constitution was written. None of them were delegates to the constitutional convention.

Thomas Jefferson was the principle author of the Declaration of Independence. He served as Minister to France from 1785 to 1789 and did not directly contribute to writing the US Constitution. His correspondence to James Madison during that time is said to have possibly influenced some of the concepts of a federal government though most would say he was merely encouraging the delegates.

John Adams was appointed Minister to Great Britain in 1785 and was also not present when the U.S. Constitution was written. Adams is known for being the foremost proponent and the driving force for independence of the American colonies. Defense of the Constitutions of Government of the United States of Americawritten by Adams in 1787, was a popular book which coincided with the creation of the United States Constitution.

Thomas Paine was in Europe when the constitution was written. Paine wrote the widely read pamphlet entitled, Common Sense (1776) and a series of pamphlets known as The American Crisis (1776-1783) published in England. He spent many years in France supporting the French Revolution. John Adams is quoted as saying of Paine, "Without the pen of Paine, the sword of Washington would have been wielded in vain."

Thomas Paine wrote the book known as "Common Sense", which stirred people up a bit but did not actually write the Declaration of Independence. However John Adams and Thomas Jefferson did help in the making of the Declaration of Independence.
