Hacking started as soon as computers were created. It began when people found bugs in the system and made them apparent in funny ways, like changing certain keys to show funny messages when you pressed them and things of the sort. The more computers integrated into society, the more bugs were found and the more people started getting into computers and finding them.
The whole thing started climbing high when networking and the internet became more integrated into business systems, allowing for crimes to be committed via the use of remote hacking. These days, many hackers denounce the past and say that they exist to find bugs, not exploit them. They now refer to people that do exploit bugs as crackers, instead of hackers.
Hacking in some form or another has always been around, so there is no specific date. So computer hacking was around right after computers were in use, though the terminology and hacker subculture didn't exist before the early 1980s. Before computer hacking was a big thing, there was telephone hacking (phreaking) starting around the 1960's, where people managed to get free long distance calls and do weird things with the telephone equipment.
Computer crime existed at least as early as 1970, when the chief teller of a bank embezzled over $1.5 million from accounts over the course of 3 years.
In 1983, there was the first "hacker" gang known as the 414's. They hacked into a laboratory, a cancer center, and a bank, among other places.

Hacking, in terms of computer hacking, is not a very ethical thing to do. By hacking a computer, you are trying to do whatever you should not be doing in the first place, such as hacking a password, hacking someone's ID, etc. Now, if you are hacking a computer to improve your own or someone else's benefit, such as putting up a firewall, that is a good thing to do. It just depends on which side of the line you are on that determines if hacking is ethical.Only that if you hacked some one's system, don't misuse it.
