When the colonies were first established white men who owned land were allowed to vote. In some colonies they also had to be a member of the primary religion of that colony. It wasn't until 1920 with the passage of the 19th amendment that women were allowed to vote and not until the 1965 voting rights act that black citizens were given their full and equal rights of voting. Former slaves were given citizenship rights after the civil war, but kept from voting by various means for nearly 100 years. So, white men have always had the right to vote in the United States.

in 1815 2% of men had the right to vote in 1830 Earl grey extended the vote to some men 3% now had the vote no women had the vote in by 1865 2/3 of men had the vote by the early 1900 hundreds all men had the vote some wealthy women had the vote the suffergets were campaining violently and without sucsesse for women to have the vote howevere this stopped for WW1 so the women could show them selves !"worthy of citizenship" after ww1 all women over 30 with property coluld vote then in 1928 all women were granted the vote!

It wasn't until the 1800's that men who didn't own land got the right to vote. Owning land had always been the one factor in determining the right to vote. Those who didn't own land couldn't vote.
