The U.S. never officially declared war. About the closest thing you can point to is the "Gulf of Tonkin Resolution" passed in August 1964, which gave President Johnson free reign to escalate the war in Vietnam. U.S. military advisors had been training & advising the South Vietnamese Army since 1955.
