There are signs that there is a problem with a hot water heater. When you cannot get your water to heat. It could be signs that the pipes leading to the heater are leaking. It could be a problem with the thermostat in the heater.

If the integrity of the capsule is compromised, (ie. leaking, rusted through) its not worth changing out the heating elements or anything else. However, if the capsule is in good shape, its probably good. To check this, isolate the power and water supplies, drain it from the bottom using a garden hose (have the nearest hot water tap fully open to prevent pressure lock), use a flashlight and mirror to inspect the interior of the capsule & check the condition of the anode and heating elements, replace as needed. Be sure to check the pressure relief valve whikle you're at it. This should be an annual maintenance task.
